This is a sad day for everyone in Pima County – especially Richard’s wife Emily, his daughter Luz, and his many family and friends. I knew Richard long before he joined the Board and he was someone who I was proud to call a friend. Richard always fought for what he believed in and was a colleague who I could always count on. Most of the time, Richard and I agreed. On the occasion when we disagreed, he was always respectful and open to finding a compromise. For that and for his friendship, I will never forget him.
